"We want to simplify the procurement procedures for the private beneficiaries"

For the 2014-2020 period, the authorities want to simplify the public procurement procedures for the private beneficiaries of the European funds targeted for rural development, said Mihai Herciu, the managing director of the General Department for Rural Development, which is a management authority for the National Rural Development Program (PNDR).

He said: "In that regard, we are working on a database with reference prices, which would make the beneficiaries' work easier. We also want to improve the communication and the information campaigns, to increase transparency and predictability, as well as to lower the audits if the error ratio remains under 2%".

The official of the Management Authority of the PNDR also said that there are already template projects to simplify the beneficiaries' work and emphasized that the Ministry of Agriculture was the first to file with the European Commission the PNDR program for the 2014-2020 period in March this year. "We are working on the implementation rules and we want to send the final program to the Commission for approval by the end of the month", he also said.

The official of the Ministry of Agriculture (MADR) explained that between 2014 and 2020 the areas of intervention that were "overly" bid the 2007-2013 will continue to be supported and financed, namely the modernization of the agricultural exploitation, the modernization of the processing units, as well as those with a 100% rate of public intervention, such as infrastructure in the rural area.

Mr. Herciu wanted to mention that Romania has allocated about 9.8 billion Euros in total for this National Rural Development Program (PNDR). For the 2007-2013 period, the contracting rate under the PNDR was 97%, and the absorption rate is currently 70.24%, according to the quoted source.

The official of the Ministry of Agriculture says that the 2014- 2020 period will bring about simplified procedures for accessing the funds by the beneficiaries, flexibility and more transparency, as well as a better communication strategy.

Mihai Herciu says that he has in the works a procedure for submitting financing applications online and said that the first session of projects launched for the 2014-2020 multi-annual financial framework is now in progress. This concerns the modernization of agricultural exploitations using funds from the new allocation, Mr. Herciu further said.

Among the deficiencies in the absorption of the funds for the 2007-2013 period, the MADR has identified the oversizing of the projects, the unsatisfactory expertise of some consultants, the difficulty in accessing financing and the problems in the public procurement system, where "everybody files disputes about anything".
