10 Bln EUR Required for Water Infrastructure

The overall cost of investments necessary for water infrastructure has been estimated at 9.7 billion EUR. The investments are necessary for Romania to become compliant with EU standards, officials told the Regional Development and Municipal Funding Forum yesterday. While EU structural and cohesion funding will be the main foreign financing source for such municipal investments, substantial financing is also required for the local partners. Because the central administration is confronting a number of fiscal constraints, most of the additional funding will have to be provided at regional and local level, the sources said. In principle, such funds could result from higher prices. At the moment, the price of water covers two thirds of the operational expenses and investments incurred by water companies. Nevertheless, even small price increases could impact the impoverished population quite heavily, making room for a matching need to offer subsidies.. This segment of the population accounts for 40% of the overall population.
