Amending the Fiscal Code, without introducing new fees and taxes and without increasing the existing ones, amending the single salary law in the budget system in order to fulfill the reform included in the National Recovery and Resilience Plan - necessary milestone for approving payment request number 4 -, amending the legislation regarding AMEPIP in order to make it comply with the provisions of corporate governance, represent only some of the main priorities of the last autumn session of the Parliament elected in December 2020, the session of which is scheduled to begin today according to the summonses of the two Chambers issued last week.

Taking into account that on December 1 the citizens will choose the new composition of the Chamber of Deputies and the Senate, it is possible that in the current autumn session, the priorities of the political parties will be influenced by the parliamentary elections. That is why it is expected that the PSD will continue the adoption of normative acts aimed at social assistance and the protection of the vulnerable population and order the increase of some remunerations from the budget system in the future law of the single salary. Moreover, it is not excluded that in November, just before the parliamentary elections, the social democrats in government will decide on a new increase in the gross minimum wage for the economy, which will come into force on January 1, 2025.

Their governing partners, the liberal parliamentarians, will continue to focus on the necessary regulations in the energy field, especially in the area of energy produced from renewable sources, with priority regarding the situation of prosumers in the photovoltaic and wind sectors. The PNL deputies and senators also have among their priorities the maintenance of the current single tax rate, given that some social-democratic leaders have brought into the public debate the introduction of the progressive tax, the support of the entrepreneurial environment and the continuation of the implementation of the "Anghel Saligny" National Investment Program. Moreover, the Liberals will campaign for the acceleration of reforms in public administration, including digitization and decentralization. By what they will prioritize this parliamentary session, the PNL MPs will aim to regain the confidence of the voters through the prism of the December 1 elections.

Decreasing labor taxation - priority for USR

As for the parliamentary opposition, the deputies and senators of the Save Romania Union (USR) will want to see the legislative projects on the reduction of the minimum wage tax approved. USR parliamentarians campaign for zero taxes for the minimum wage on the economy, and for progressive taxation according to certain levels of this income. Also in this session, USR representatives want to see the entire legislation adopted that would strictly regulate the conduct of gambling activities and their advertising. USR also focuses on promoting legislation aimed at strengthening the rule of law and fighting corruption and will insist on the implementation of measures to increase the transparency of public administration and improve citizens' access to public services through digitalization. USR parliamentarians will try to capitalize on public dissatisfaction with the ruling PSD-PNL coalition, presenting themselves as a credible alternative for the urban and young electorate.

The AUR parliamentarians (Alianţa pentru Unirea Românilor) also rely on the channeling of the electorate's grievances, which will pursue the initiation of legislative projects aimed at promoting traditional Romanian values, including in education and culture, but also satisfying some of the citizens' needs by creating a regulatory framework favorable to the realization projects included in the Simion Plan - the electoral platform for the presidential elections of the president of the respective political formation. We remind you that in that plan there is talk - as in the presidential electoral platform of the social-democratic leader Marcel Ciolacu - about cheap housing for the population, capping the prices of food products and promoting products manufactured in Romania and the continuation throughout 2025 of capping and compensation of energy prices.

As for the Hungarian Democratic Union of Romania (UDMR), the priorities of its parliamentarians are the same: promoting legislation aimed at protecting and expanding the rights of ethnic minorities, with a special focus on the Hungarian community; regional development with emphasis on the Transylvania area; strategic positioning for the negotiations that will take place after the parliamentary elections in order to form the future government.
