• Blănculescu: An ideological cocktail in the government may generate a positive feeling in the business environment
The government proposed by the appointed PM Victor Ponta creates a positive mood among the business environment, according to a statement made by analyst Ionel Blănculescu: "What is happening right now is that so-called right wing party is being replaced by a cocktail of ideologies, and if everything is going to happen in full agreement, the business sector can expect economic, fiscal and regulatory stability and predictability".
The center of gravity of this government is first-deputy governor of the NBR Florin Georgescu, who was proposed for the positions of first deputy prime-minister and minister of finance. In the opinion of Mr. Blănculescu, the official of the NNBR enjoys full confidence from entrepreneurs, when it comes to macroeconomic stability: "There are major differences between the new government and the governments of the past three years, from the point of view the professionalism and expertise of the main ministers. For the business sector, Florin Georgescu represents the firm guarantee of the macroeconomic balance. If anyone feels that this minister will venture into a territory of fiscal instability, they are wrong. He will guarantee that there will be no slip-ups or deviations from an intelligent macroeconomic balance".
We can already eliminate the concern that the electoral promises will go unchecked - those promises that the wages in the public sector, pensions and bonuses would be made whole again, promises which would jeopardize our relationships with the international lenders and would cause Romania to be kicked out of the international financial market".
Cristian Pârvan, the secretary general of the Association of Romanian Businesspeople (AOAR), also considers that "a personality like Florin Georgescu will try to keep fiscal slip-ups in check". He said however, that in his opinion entrepreneurs aren't as confident in Florin Georgescu when it comes to the relationship with the business sector: "As an NBR official, he has never shown the least amount of consideration for the business environment, and thus we still don't expect businesspeople would receive much support from this government".
Cristian Pârvan said that the Ungureanu government took no steps to help entrepreneurs, even though it set up the Advisory Council for the Business Environment.
According to Ionel Blănculescu, another core minister in the Ponta government is Ioan Rus, who was proposed for the position of minister of the administration and internal affairs: "The minister who has been proposed for the internal affairs is very important, and together with the minister of finance, could focus the activity towards fighting tax evasion, an area which represents a source of revenue for the economy".
Analyst Blănculescu has also said that the businesspeople expect from the new government a cut of the VAT over the production chain - which could lead to lower inflation and an increase in consumption -, as well as the reduction of the social security contributions.
The Advisory Council for the Business Sector will remain in operational for the moment, according to what Mr. Blănculescu said. He also said that if the new prime minister will not take over this entity, it will continue to operate as a forum of the civil society: "This council was one of the biggest achievements of the Ungureanu government, even though the idea was mine, and I have been promoting it for three years. If it doesn't get taken over by the new executive, I will carry on this Council, which would then operate as a forum of the civil society and which will also be the perfect intermediary between the business environment and the government".
