The Ministry of Education has launched for public consultation the draft order on the Methodology for allocating budgetary funds for basic and additional financing of state higher education institutions in Romania in 2025. The methodology regulates the allocation of budgetary funds for the two main components of institutional financing.
Thus, the Ministry of Education states, the allocation of basic financing is carried out to cover the personnel, material and overhead expenses of higher education institutions. "The amounts established for basic and additional financing, coming from the budget of the Ministry of Education, are highlighted distinctly in the institutional contract of higher education institutions. The contract specifies: the number of students (unit equivalents) financed from the state budget, by study cycles and the number of doctoral grants financed," the document states. In addition, in order to encourage excellence in higher education institutions, the Ministry of Education allocates additional budgetary funds, based on quality criteria and standards, which target the following areas: teaching/learning, scientific research/artistic creation/sports performance, international orientation, regional orientation, social equity. "In order to encourage excellence in higher education institutions, a supplementary financing fund for higher education institutions is established at national level, amounting to at least 33% of the amount allocated at national level to state higher education institutions as basic financing," the draft states. According to the draft, institutional contracts for the allocation of budgetary funds are subject to periodic control by the Ministry of Education and the National Council for Statistics and Forecasting of Higher Education.
