November 1st

- The BNR announces that, on October 31, 2023, the foreign exchange reserves at the National Bank of Romania stood at 58,186 million euros, compared to 59,238 million euros on September 30, 2023. The level of the gold reserve remained at 103.6 tons. Under the conditions of international price developments, its value was 6,246 million euros. Romania's international reserves (currency plus gold) on October 31, 2023 were 64,432 million euros, compared to 65,117 million euros on September 30, 2023.

- The franc reaches the maximum exchange rate of the month against our currency: 5.1817 lei, according to BNR data.

- The dollar - at the highest exchange rate of the month against our currency: 4.7086 lei, according to the BNR.

- The gram of gold reaches the maximum price of the month: 300.1013 lei, according to the BNR.

November 3

- Moody's financial evaluation agency reconfirms the rating related to Romania's government debt at "Baa3" for long-term debt and "P-3" for short-term debt, as well as the "stable" outlook.

November 8

- The Board of Directors of the National Bank of Romania decides the following: maintaining the monetary policy interest rate at the level of 7% per year; maintaining the interest rate for the credit facility (Lombard) at 8% per year and the interest rate for the deposit facility at 6% per year; maintaining the current levels of the mandatory minimum reserve rates for liabilities in lei and in foreign currency of credit institutions.

November 9

- The Government adopts an emergency ordinance by which it modifies the ceilings regarding the use of cash payments.

- The executive approves the draft law on the public pension system, which it sends to Parliament. According to the normative act, the pensions of over 4.7 million beneficiaries will be recalculated according to the new formula.

- Euro - at the lowest exchange rate of the month against the leu: 4.9673 lei, according to the BNR.

November 13

- The NBR informs that, in the period January - September 2023, the current account of the balance of payments recorded a deficit of 16,051 million euros, compared to 21,147 million euros in the period January - September 2022. In its structure, the balance of goods recorded a deficit more small by 3,223 million euros, the balance of services - a larger surplus by 1,577 million euros, the balance of primary incomes - a smaller deficit by 258 million euros, and the balance of secondary incomes - a larger surplus by 38 million euros.

November 15

- The European Commission has revised down its estimate regarding the growth of the Romanian economy this year, from 3.2% - as it anticipated in May, to 2.2%, due to the high inflation that limits real available incomes, the tightening of financial conditions and external demand.

November 16

- The Government approves the constitutive act of Banca de Investiţii si Dezvoletta SA, a bank provided for in the National Recovery and Resilience Plan (PNRR).

November 20

- The gram of gold, quoted at the minimum level of the month: 288.9927 lei, according to the BNR.

November 21

- The exchange rate of the Swiss franc reaches the lowest level of the month against our currency: 5.1384 lei, according to the BNR.

November 24

- The BNR announces that the money supply in a broad sense (M3) recorded, at the end of October 2023, a balance of 640,861.4 million lei. This increased by 0.02% (-0.6% in real terms) compared to September 2023, and compared to October 2022 it increased by 10.3% (2.1% in real terms).

November 27

- The Ministry of Finance is launching a new offer of Fidelis government bonds intended for the population, consisting of five issues, in euros and lei.

November 28

- The Ministry of Finance announces that the general consolidated budget deficit rose to 3.97% of GDP after the first ten months of the current year, respectively to 62.81 billion lei, compared to a deficit of 47.12 billion lei (3.34 % of GDP) related to the first ten months of 2022.

November 29

- Former Prime Minister Florin Cîţu loses his parliamentary immunity after the Senate plenary approves the request of the DNA regarding the start of the criminal investigation on behalf of the liberal senator accused of abuse of office in the case of the acquisition of anti-Covid vaccines.

- Euro reaches the maximum exchange rate of the month against the leu: 4.9726 lei, according to BNR figures.

- The dollar - at the lowest exchange rate of the month against our currency: 4.5313 lei, according to the BNR.

- The BET index, of the 20 most liquid securities of the Bucharest Stock Exchange (BVB), rose by 3.5% in November, to 14,712 points.

- The BET-BK index, the yield benchmark of investment funds in shares, appreciated by 3.2%, to 2,757 points, and the BETAeRO, of companies considered relevant for the Multilateral Trading System of BVB, by 4.9%, to 945 points.

- The BET-XT index, of the 30 most liquid securities of our market, had an advance of 3.3% in November, up to 1,268 points.

- Hidroelectrica shares appreciated by 10.3% in November, reaching a new record of 128.7 lei, almost 24% above the price at which the public offer ended in the summer, of 104 lei.

- Transport Trade Serivices shares rose by 4.2% in November, to a new historical record of 24.9 lei.

- Romgaz shares appreciated by 5.4%, to 48 lei, as the company wants to achieve a capital increase of almost 3.5 billion lei.

- The shares of Banca Transilvania appreciated by 3.2%, to 22.98 lei, the credit institution reporting, for the first three quarters of the year, a net profit increasing by 36.5%.

- Bucharest Stock Exchange shares fell by 11% in November, to 62.6 lei (the biggest decline in the BET index).

- The BET-FI index, of SIFs plus Fondul Proprietatea, rose by 3.8% in November, to 57,917 points.

- FP shares increased by 4.1%, to 0.51 lei, as the Fund increased the size of the public offer it is running to about 30% of the capital, the price of the market operation being 0.6319 lei.

November 30

- The Return Guarantee System becomes operational, which establishes the selective collection of blankets, cans and bottles both for traders and for end users.
