The four consortiums which made the short-list for the lease of the highway section between Comarnic - Braşov will submit their final tenders on February 2nd, according to the Ministry of Transport. Given the economic crisis and the fact that the construction of this segment will be farmed out, with the entrepreneur to provide funding as well as deliver the works, there were concerns that the four consortiums would not find the necessary funding. Officials from the Ministry of Transport, as quoted by Agerpres, claim that two of the four consortiums had already secured funding in December 2008, with all four companies to participate in the final stage of the auction which will take place through competitive dialog. Apart from the technical offer, this entails a presentation of the funding sources for the construction of the highway and of the way the constructor will recover its funds. The four short-listed consortiums are "Vinci (France) - Aktor (Greece)", "Colas - Bouygues (France)", "Bilfinger Berger (Germany) - Porr (Austria)"and Strabag (Austria). The date for the submission of the tenders was delayed repeatedly, from November 17th, 2008, to December 15th and then to February 2nd, 2009. The winner of the auction will design, build and maintain the highway for approximately 30 years, with the designing and construction costs estimated to reach around 1 billion Euros (VAT excluded).
