The condemnation of dictatorial regimes is also done by building themed museums. The Minister of Culture, Raluca Turcan, announces that the Ministry of Culture is taking a crucial step in completing the National Museum of the Anti-Communist Revolution, an investment of 17 million euros that will keep alive the memory of the sacrifices made by the heroes who fought for freedom and dignity. According to the minister: "A tribute to those who fought in the Revolution of 1989 in Timisoara! The Ministry of Culture is taking a crucial step in completing the National Museum of the Anti-Communist Revolution. With an investment of 17 million euros, this symbolic project will keep alive the memory of the sacrifices made by the heroes who fought for freedom and dignity". According to Raluca Turcan, "the museum will come to life in the former Command of the Military Garrison in Timisoara, restored and modernized, becoming a landmark for the national memory": "It is an investment of major importance for the Ministry of Culture and for Romania because it is a commitment to to the historical memory and to the democratic values of our nation. With this museum, Romania reaffirms its position on the European stage as a state that values freedom, democracy and fundamental human rights, essential elements that were won with sacrifices during the 1989 Revolution." Former president Traian Băsescu established, in April 2006, the Presidential Commission for the Analysis of the Communist Dictatorship in Romania, led by political scientist Vladimir Tismăneanu. The Tismăneanu Commission included, among others, Monica Lovinescu, Radu Filipescu, Horia-Roman Patapievici, Romulus Rusan, Nicolae Manolescu. The Commission's report covered important chapters from the period of the former regime: the operation of the repressive apparatus and the crimes of communism; propaganda and indoctrination of the population, collectivization, industrialization, the culprits for the horrors of those dark years for Romania. On December 18, 2006, President Traian Băsescu presented, in Parliament, the Final Report of the Tismăneanu Commission.
