MINISTRY OF DEVELOPMENT: Energy certificates won"t cause a deadlock of the real estate market

Officials of the Ministry of Development yesterday announced, in a press release, that, in the case of the sale/rental of apartments built before 2007, energy performance certificates can be obtained without requiring the energy auditing of the entire building. For new buildings built after January 1st, 2007, the energy certificate will be delivered upon the handover of the home. Blocks of flats which undergo thermal rehabilitation will also obtain such a certificate. Thus, there is no risk of having the real estate market freeze due to the requirement that homes rented or sold starting in January have energy certificates.

According to the quoted source, the cost of the energy certification of the home, set under market conditions, will be insignificant compared to the usable area of the home, and will not cause a major increase in transaction costs. The Ministry of Development denies any allegations that making energy certification mandatory would cause homes to rise by as much as 10%.

Ministry of Development officials said that they regularly schedule exams of for the certification of energy efficiency auditors. According to these solicitations, by December 15th 2009, 576 energy auditors passed the examinations, meaning there is no risk of a shortage of auditors for next year.
