Investments made by the state can not solve the enormous demand for homes, which is estimated at a million of units. Currently, no more than 30-35,000 new homes are delivered every year across the country, as part of projects both public and private. Gheorghe Popescu, director in the Ministry of Development, yesterday said in a conference: "It is obvious that we must reevaluate housing policies, especially now that we are going through an economic crisis. And so the ministry has launched a project to draft the Law on housing, which would encourage public-private partnerships between mayoralties and investors, or that would institute facilities for developers that build affordable homes. This does not mean that we would disband the ANL. The ministry hasn"t considered any thing of the kind. It will be years before ANL will no longer be needed".
He said that no European country solved the issue of housing by public investments, as they were targeted mainly at less favored individuals. Most of them opted for providing incentives or for stimulating private-public partnerships for the construction of new homes. Concerning the draft bill approved by the Ministry of Development, it will take several months until the best alternative for attracting investors in the homebuilding sector.
