Carmen Negoiţă, expected to become the next CEO of the CNVM on October 4th

The new members of the National Securities Commission, approved by the Parliament in March, will begin their terms at the beginning of October, according to market sources, which also say that the CEO of the CNVM will be replaced on October 4th.

Thus, on October 2nd, Gheorghe Albu, questor of the Chamber of Deputies and executive secretary of the PDL will take over from Bogdan Chetreanu.

Two days later, the current vice-president of the CNVM, Carmen Negoiţă, is expected to take over from Gabriela Anghelache.

Thus, the position of vice-president would remain vacant until October 5th, when it will be held by Gheorghe Marcu, PSD senator for the county of Botoşani.

On October 4th, Claudia Sava will be replaced by Ştefania Ferencz, former chief of cabinet of Emil Boc.

Comissioner Dorina Mihăilescu was backed by the PSD for a new term at the CNVM.

The Commission also includes Lorand Kralik and Alexe Gavrilă, whose terms do not expire this autumn.

Even though there were rumors that the appointments for th CNVM were contested, in the Parliament, claiming that the new commissioners were insufficiently qualified in this field, it is hard to believe that there could be any changes happening in less than a week, especially since the politicians, the ones who make the nominations, are more concerned with the future electoral campaign.

Still surprises aren't out of the question, as some sources label the situation as "delicate".

Who are the new commissioners

Eugenia Carmen Negoiţă, the new CEO, has been with the CNVM since June 2005, and starting with November 2007, she has worked as vice-president.

After graduating from college, she first worked as a prosecutor with the local prosecutor's office of the city of Alexandria (county of Teleorman) (1986-1988) and then with the Local Prosecutors' Office of the city of Bucharest (1988-1992).

Carmen Negoiţă married in October 2005 with the former deputy and mayor of district 3 of Bucharest, Liviu Negoiţă.

Gheorghe Albu is a questor of the Chamber of Deputies and executive secretary of the PDL.

According to his fortune statement, Gheorghe Albu owns a house, a plot of land, a car and jewelry worth approximately 20,000 Euros. The deputy also has 300,000 Euros in bank deposits. Mr. Albu also has a portfolio of shares in the SIFs. Gheorghe Albu owns shares in SIF3 Transilvania worth 2.1 million lei.

Ştefania Ferencz was the chief of cabinet of Emil Boc, as well as her chief of cabinet when he was a mayor in Cluj Napoca. In the beginning of the year, Cătălin Predoiu decided to appoint Ştefania Ferencz as deputy secretary general of the government.

Gheorghe Marcu is a PSD senator for Botoşani. He is the president of the Department for the relationship with the professional associations and the capital market of the Social Democrat Party (PSD).

Gheorghe Marcu owns 50% of four plots of land (two of them agricultural and two of them within the urban area), a house, two apartments and two commercial areas. He has 10,000 Euros in bank deposits, and a stake of 112,000 lei in SIF Moldova. Mr. Marcu also holds two stakes of 50% each in two companies in Botoşani.

Dorina Mihăilescu has been with the CNVM since 2005, and served as vice-president between June 1st, 2005 and November 4th, 2007.
