The tender for awarding taxi access to the parking lot of the Henri Coanda Airport in Otopeni, a satellite town of Bucharest, will take place on 12 October, the Ministry of Transportation announced. The tender is open to any passenger transportation company licensed to perform taxi services by the authorities of Otopeni and nearby localities. The maximum fare defined by the Airport for passenger transportation by taxi is 3.5 RON per kilometre plus 3.5 RON for startup. The maximum fare for waiting is 35 RON per hour.
Minister of Transportation Radu Berceanu in early February issued a draft order forcing each airport administration to regulate passenger transportation by taxi within their premises, according to the specificity of each airport. The objective was to ensure continuous passenger transportation between the airport and the localities where the taxi companies are registered and licensed.
The administration of each airport will select companies licensed to provide services of passenger transportation by taxi and take measures to prevent unselected taxi companies from accessing the parking lot of the airport, according to the same draft order of the Minister of Transportation. After driving a passenger to the airport, the taxi will have to immediately leave the area. The administration of each airport will organize a distinct area where taxi can temporarily park before entering the queue for taking new passengers. Such area will have to be located at a distance from the passenger terminals. The administration of each airport will take measures to prevent taxis from accessing the parking lots of the passenger terminals.
The access permit will be issued only by the administration of each airport and suspended or revoked by the respective administration for breaches of the regulations imposed by that airport. The access permit can be issued for up to five years, subject to annual visas from the airport administration. The access permit will have to be permanently displayed on the windshield of the taxi. The fare will also have to be displayed permanently on the dashboard, on the outside of the car and within the waiting area.
