Public debate of the amendment of the law concerning thermal remodeling, to end on Monday

The emergency ordinance drafted by the new team leading the Ministry of Development aiming to improve the national thermal remodeling program will only be up for public debate until February 23rd. The draft intends to significantly cut down the three year period required for implementing the thermal rehabilitation for block houses, as set by the legislation in force. The note supporting the ordinance draft says that applying the current legal provisions lead to the remodeling, of only 89 blocks houses, containing some 1900 apartments, by the end of 2008.

The steps to be reviewed by the new Government include financial support for families having difficulties, and for homeowner associations which lack the funds needed for accomplishing the thermal remodeling works. Thus, city halls can fund part of the cost of the works, and recover their investment gradually. The newly suggested financing system is as follows: 50% funds allocated by the state budget, 30% funds allocated by the city halls and 20% from the homeowners associations" maintenance funds and/or other legally created funds.

The entire documentation for the projects will be drafted in a single service contract, assigned through a single public purchases auction, for groups of block houses sporting similar construction features. In order to adopt unified technical solutions for the thermal insulation works, and to shorten the time needed for drafting the documentation, local coordinators will be allowed to contract works for batches of block houses grouped according to their design/construction date, insulation type, and building height.
