The fact that Romania only has ten millions of citizens who are allowed to vote, could have been easily decreed by the National Statistics Institute even before the referendum, because the Institute is subordinated to the Government and it would have been enough for Ponta to get the idea of ordering the Institute to announce the outcome of the referendum in advance.
After planning the operation of taking over the power, by substituting the Ombudsman, replacing the presidents of the chambers of the Parliament, capping the competences of the Constitutional Court, changing the law of the Referendum and the suspension of the president, Dan Voiculescu also paid attention to the detail of disbanding the commission which was going to decide on the plagiarism of Ponta, and to gaining control of the Official Gazette, but neglected the crucial detail of the Census which could have been dealt with at any time, during the three weeks of electoral campaign for the Referendum.
