The list of debtors to the ANAF - changed on the sly

The structure of the list drawn up by the ANAF, which comprises the biggest debtors of the ANAF was changed on the sly. The biggest debts to the tax administration disappeared between March and June, through privatization and restructuring processes, not because they were actually paid.

Thus, while at the end of the first quarter, the biggest six government debtors on the list of the ANAF were the National Coal Company (Compania Naţională a Huilei - CNH), with 1.37 billion lei, Galaxy Tobacco - 549 million lei, -, CFR Marfă (446 million lei), European Food, with 238 million lei, CFR SA (133 million lei) and the Romanian Post Office - 91 million lei, at the end of June, the largest debtors to the consolidated state budget were Galaxy Tobacco, European Food and the Romanian Post Office.

The other three companies had their slate wiped clean by the Government, through the privatization of CFR Marfă and through the comprehensive restructuring of the energy sector.

Thus, the debts of CFR SA were cancelled by having CFR Marfă take them over on and include them on the arrears which it had towards CFR SA and the debts which CFR Marfă had towards the state were converted into stock.

Also, the coal mines have been integrated into major electric power plants, in order to improve the cost efficiency of electricity production. As a solution to rescue and improve the efficiency of the coal mines of Valea Jiului, the authorities have agreed with the IMF and the European Commission the separation of the viable and non-viable mines. The debts of the CNH have been divided between the new mining companies created in this process.
