Minister of Education, Ligia Deca, stated that, to date, 17 Romanian higher education institutions are participating in university alliances covering a wide range of fields - technical, medical, arts, social sciences, and humanities, sustainable development. Ligia Deca participated in an international conference organized under the auspices of the European alliance of technical universities, EELISA, held at the National University of Science and Technology Politehnica Bucharest. The Minister emphasized that Romania has supported the creation of European university alliances from the beginning, as well as the principles upon which they are based - inclusivity, excellence, the promotion of quality education, and a strong contribution to Europe's competitiveness. The Ministry of Education provides additional support for the internationalization of universities through the "Study in Romania" program, Ligia Deca mentioned. The Minister noted that in Romania, the proportion of graduates in information and communication technology (ICT) and science, technology, engineering, and mathematics (STEM) fields is among the highest in the EU.

According to the Minister, the new Higher Education Law provides the appropriate framework for the development of joint programs and offers a high degree of flexibility for higher education institutions: "The new legislation introduces micro-accreditations and provides for the development and implementation framework for them, as well as their provision by higher education institutions in the context of international cooperation. Regarding the EELISA profile, the new law introduces the National Program for Supporting Learning in Science, Engineering, and Mathematics to complement a similar program in the pre-university education system. Through this program, the Ministry of Education will support higher education institutions in establishing and developing their own laboratories and research centers." At the same time, the study documents or joint diplomas or double or multiple diplomas issued after the completion of joint programs are recognized by Romania and recorded in the integrated national register of diplomas and study documents.
