Udrea: National Housing Agency may build homes using public-private partnerships

Elena Udrea, the Minister of Regional Development and Tourism yesterday said its ministry has been working on a draft for the law of housing, which includes the option of having the National Housing Agency build homes using public-private partnerships. The draft bill may be submitted to the Parliament for approval in the second quarter of 2010, Mrs. Udrea said, according to Mediafax.

Elena Udrea also discussed the amendments to the Law of Public Procurement, as well as the cost standards that are currently in use.

On the matter of home rehabilitation, Udrea said that lately prices have gone down, after the introduction of the decision of making payments on the basis of cost estimates. "While in the beginning our bills amounted to 172 million lei, and after we started asking for construction works estimates, the bills dropped to 60 million lei", Udrea said.

The authorities will continue to try and identify legal solutions in order to support Romanian developers when it comes to attending calls for tenders. Elena Udrea also announced that two months from now, the Ministry of Development expects to make energy certification for buildings mandatory in order to perform real estate transactions.

This legal provision has not yet come into effect because the authorities have considered that there is an insufficient number of auditors qualified to perform the audit needed for energy certification, leading to a freeze of the real estate market.
