Bucharest officials approved last year several decisions concerning the building of underground parking lots consisting of over 10.000 parking spaces. An auction should have been held for each parking lot in order to create public-private partnerships with operators who specialise in building and administration of such parking lots.
Mayor Adriean Videanu decided yesterday that the 20 different locations would be auctioned as one package. He claims that the experience of European mayors shows that such a solution is simpler and more effective. Moreover, there are many big operators on this market who can undertake such a project. The mayor claims to have consulted the Competition Council on this matter and that Council officials assured him that there are no constraints on competition as long as the interested companies are informed correctly and in time about the conditions in the bidding book.
