The head of the Church of Oltenia likes the assets of the National Land Improvement Company (SNIF)

The Theology Faculty of Craiova, led by the metropolitan of Oltenia, has received free of charge a pontoon bridge located in the commercial port of Drobeta Turnu Severin, previously owned by the National Company for Land Improvement

The asset was sold through the University of Craiova, where Nicolae Giugea, the chairman of the Agency of State Properties, the sole shareholder of the SNIF, works as a teacher

Several assets of the National Land Improvement Agency (SNIF), a company which is the focus of the events caused by the floods, have been assigned free of charge to beneficiaries that have nothing to do with land improvement.

A pontoon bridge of the Oltenia West Branch of the SNIF - was transferred free of charge to the University of Craiova. From there, the asset ended up the property of the Faculty of Theology of the University, led by the Metropolitan of Oltenia, university Ph. D. Irineu Popa.

The transfer of the pontoon bridge free of charge was made at the request of the faculty, as the asset was located in the county of Mehedinţi, in the commercial port of Drobeta Turnu Severin, whereas the university is located in the county of Dolj, in the city of Craiova.

After the deal was sealed, the SNIF was tasked with supervising, at least once a year, the use of its former property by the Faculty of Theology.

What is the connection between the University of Craiova and its Faculty of Theology, and the land improvement activities in a neighboring county?

Judging by its name and the very mundane business it is involved in it, there isn"t any.

But there is a coincidence that is worth mentioning.

The head of the SNIF is a lecturer of the University of Craiova

The transfer of the asset was approved by the sole shareholder of the SNIF, the Agency of State Properties (ADS), after the faculty forwarded a request in this respect.

Whether it"s a coincidence or not, the chairman of the ADS, Nicolae Giugea, has also worked as a lecturer at the University of Craiova since 1996.

In the 1996-2001 period, Nicolae Giugea was a lecturer at the University of Craiova, and later was a reader (between 2002 and 2006), and since 2006 he has worked there as a professor, according to his resume, published on the website of the ADS.

When asked about this transfer, Nicolae Giugea explained: "The transfer of the pontoon bridge was made at the request of the Faculty of Theology, which expressed its interest in this asset, as it would have allowed it to organize social activities, such as helping poor children, among other things. This asset had already been amortized and it was in bad shape. What"s more, apparently several < fishing lovers were after it >".

Ioan Marian, the head of the privatization department of the ADS, said that the reason why the asset was assigned free of charge was because the SNIF had no need for it anymore, due to its age. The interesting thing is that according to several official documents that we have obtained, the privatization department of the ADS had proposed for the asset to be appraised and then sold, instead of given away free of charge.

The dean of the Faculty of Theology, Metropolitan Ph D Irineu Popa was not available for comments. Irineu Popa is an archbishop of Craiova and Metropolitan of Oltenia.

The spokesperson of the Metropolis of Oltenia said however that "the pontoon bridge will be converted into a working point for the social aid division of the Faculty of Theology".

SNIF: "We had pontoon bridges in Dolj. How did they know about the one we had in Mehedinţi?"

Sources from the SNIF however, have a different story: "This pontoon bridge was in fact a kind of ferry, without an engine, that was used for both business and leisure. This pontoon bridge was used by the company"s employees and sometimes by official delegations, and it was in good condition. It was equipped with furniture from the company"s buildings, so it wasn"t old".

Our sources say that the transaction was suspicious, to say the least, and this transfer was actually intended to allow the asset to be later obtained for free: "If this pontoon bridge was in such an advanced state of degradation, how did the Faculty of Theology know about this property, which was located in the county of Mehedinţi, in the port of Drobeta Turnu Severin, but the faculty is located in Craiova, in the county Dolj? Why did the members of the faculty show no interest in the buildings that the SNIF had in the county of Dolj, which were far more practical for the social aid activities that they had in mind?".

The employees of the SNIF consider that the deal is rather shady. "If it wasn"t any good why did they want it", said Vasilica Blebea, the chairman of the Association of Unions for the Land Improvement.

Following the transfer of the pier, the shareholders of SNIF have decided to draw up an audit report concerning the reduction of the company"s share capital which would specify the "exact value of the asset", as well as the value of two other tracts of land that were assigned. According to our information, the pontoon bridge was already moved to Craiova.

The distance from Craiova to the Danube, is about 100 km...

And the pontoon bridge isn"t that long...
