Money does not always solve problems. The absence of specialists is a big problem, regardless of the field. The Manager of the National Institute of Heritage (INP), Oana Zaharia, stated at the opening of the 7th edition of the "Constantin Brâncuşi" International School for Heritage, Culture and Art (SIPCA) in Sighişoara, that there is an insufficient number of specialists and experts certified by the Ministry of Culture to carry out financing programs on the national restoration program and on the stamp of historical monuments. Oana Zaharia stated: "We have an insufficient number of specialists and experts certified by the Ministry of Culture at a volume that is becoming increasingly larger. There is currently an infusion of capital through the PNRR, through various local, regional, national financing programs. Even we, at the National Heritage Institute, this year marked a year in which the budget was remarkable and one that has not been allocated for restoration for 20 years. We manage two large financing programs on the national restoration program and the stamp of historical monuments. At the beginning of the year, a legislative amendment was successful that added a component from the state budget to the financing program on the stamp of historical monuments and so we went from the amount we managed to collect, which was 3-4 million lei, to 440 million lei that were returned to the applicants for financing, whether we are talking about individuals, legal entities or authorities. local or central". The manager of the National Institute of Heritage showed that in this way there is funding, but that an imbalance is created from the perspective of the lack of specialists and experts who are not sufficient so that all these programs can be carried out within the terms in which they were proposed when the funding was requested.

The 7th edition of the International School for Heritage, Culture and Art "Constantin Brâncuşi" (SIPCA) is taking place in Sighişoara, being dedicated to the 25th anniversary of the inclusion of the Medieval Citadel in the UNESCO World Heritage.
