No, Emil Boc and the European Commission did not make a mistake when, after the Parliament"s resolution to amend the Government Organisation and Operation Law so as to enable the dismissed Cabinet to submit the draft Budget after all, they communicated that, even so, the legislation did not allow it.

Yesterday, Emil Boc stated that a parliamentary resolution could not modify a law.

This fact has been confirmed to us by the lawyer Gheorghe Piperea: "Resolutions of the Parliament do not have legal substance to third parties, but only internally. Such resolutions may possibly acquire the status of a motion, but nothing more," Piperea told us.

In other words, this resolution of the Parliament that, by exception from Article 26 (3) of Law 90/2001, the Boc Government should submit the draft Budget to Parliament can be correctly translated as "We are resolute!"

Nothing more.

This really does not matter in front of a law that forbids a dismissed Government to have legal initiatives.

So all of the five letters sent by Mircea Geoana - one to Boc, one to Basescu and one to each of the international financial organisations forming the syndicate currently financing Romania (see yesterday"s edition of BURSA) - well, all of them are one and the same hoax.

Only now can we see what you meant when you said that Boc would do anything not to submit the draft Budget.

It"s because you knew that the law didn"t allow him.
