37,000 lei eco-ticket for the RABLA 2025 program

The state subsidy for the purchase of a fully electric car increases from 5,100 euros to 7,500 euros, according to the new financing guide approved by the Ministry of Environment, Waters and Forests for the Rabla 2025 Program. According to the cited document, the stated objective of the Rabla 2025 program is to bring several tens of thousands of new cars, with low or zero emissions, onto the roads of Romania, in a broad approach to renewing the national car fleet and reducing pollution. The Minister of the Environment, Mircea Fechet, emphasized that the value of the eco-ticket for electric vehicles has been increased to 37,000 lei, the equivalent of approximately 7,500 euros, specifying that this amount represents "the biggest novelty and the most awaited" by beneficiaries, according to a press release issued by the public institution. The official expressed hope that this year's edition will exceed all expectations and break previous records in terms of the number of cars purchased through the program.

Regarding the amount of eco-tickets granted through Rabla 2025, it varies depending on the type of vehicle purchased. For cars with a thermal propulsion system (including LPG or CNG) or motorcycles, the subsidy is 10,000 lei, the equivalent of approximately 2,000 euros. For hybrids, the amount granted reaches 12,000 lei (about 2,400 euros), and for plug-in hybrids or electric motorcycles, the subsidy is 15,000 lei (about 3,000 euros). The largest subsidy, 37,000 lei (7,500 euros), is intended for the purchase of 100% electric or hydrogen fuel cell vehicles. Public institutions and administrative-territorial units also benefit from eco-tickets of up to 120,000 lei (about 24,000 euros) for the purchase of electric or plug-in hybrid vehicles, without the need to scrap an old vehicle. The total budget allocated to the program has been set at a record level of 1.43 billion lei, which represents an increase of almost 50% compared to last year. Minister Mircea Fechet mentioned that the aim is to quickly exhaust this budget, given that there will be only one funding session in this edition. In addition to the increase in the eco-ticket, Rabla 2025 also comes with other essential changes, especially regarding the registration process and the method of allocating funds. One of the novelties is the possibility for interested persons to register directly in the digital application of the Environmental Fund Administration, thus eliminating intermediaries, such as car dealers. The voucher obtained can be redeemed at any car manufacturer, which offers more flexibility to buyers. For individuals, there is the possibility of requesting a maximum of two eco-tickets per registration session, one for each new vehicle to be purchased. In the case of public institutions and administrative-territorial units, the limit is 25 eco-tickets per session, without the obligation to scrap a vehicle.

In order to further streamline the process of accessing funds, the Ministry of Environment announced the launch of a new digital application that will simplify the registration procedure and considerably reduce the time for analyzing files. This decision comes following direct consultations with representatives of the automotive industry, who signaled the need for a more fluid and transparent process for beneficiaries.

The actual implementation of the program will take place over a period of 90 days from the moment of obtaining the status of "financing beneficiary". During this period, manufacturers are required to issue the electronic invoice, enter it into the application and complete all formalities related to the sale-purchase and the handover-receipt of the purchased vehicle.
