Military mobility, on the CSAT agenda

The Supreme Council of National Defense (CSAT) will analyze in its meeting on April 30, 2025 one of the most sensitive and strategic topics of the moment: military mobility, according to a press release issued by the Presidential Administration. More specifically, the National Plan on Military Mobility will be discussed and approved, which aims to facilitate and accelerate the transport of military forces and equipment, both on national territory and in cooperation with NATO and EU partners.

The decision comes in a context marked by regional tensions and the need to strengthen Romania's rapid response capacity to security challenges, but also just a few days before the first round of the presidential elections, scheduled for May 4.

We note that the issue of reduced military mobility on NATO's Eastern Flank was brought up following the report published by the European Court of Auditors, which shows that Brussels has financed too few projects in this regard in Romania and Bulgaria.

Moreover, on the occasion of the military exercise Steadfast Dart 25, which took place in Romania in February 2025, the shortcomings regarding military mobility came to light, when approximately 730 British army vehicles were forced to enter our country via Vama Veche, after their road access was prevented by the too low height of a railway bridge in the Negru Vodă area, Constanţa county.

Regarding the CSAT meeting on April 30, the agenda sent by the Presidential Administration also includes Romania's participation in the European Response Plan - Readiness 2030, the draft law on national defense, as well as a draft law on the measures necessary for the implementation of national security projects in the field of hydropower. The CSAT will also discuss the national strategic vision in the space field, a subject increasingly present on the international stage, in the context of new technologies and the intensification of geopolitical competition for the control of space resources.

According to the official statement, other current issues in the field of national security will also be analyzed during the meeting, without the Presidential Administration providing additional details for the time being.

The last meeting of the CSAT took place on March 28, when the members of the Council discussed the conflict in Ukraine and the activity of institutions with responsibilities in the field of national security. Also at the March 28 meeting, CSAT members approved the emergency equipment of the Naval Forces with a multirole corvette that will be purchased from Turkey.
