• The right of management of the Ministry of Development over the building has expired
In its last meeting, the Romanian government has approved the memorandum on the subject of "The confirmation of the ending of the right of the Ministry of Regional Development and Public Administration over the plot of land and the building called < Cazino Constanţa >, which belong to the private area of the City of Constanţa and which is also under the management of the Local Council of the City of Constanţa". Thus, the building which had been taken over by the ministry reverted to the municipal administration.
The management of the casino had been taken over by the former Ministry of Regional Development and Tourism on August 31st, 2011, from the Local Council of Constanţa, in order to execute the rehabilitation, and was going to subsequently revert to the local authority. According to the commitment made at the time by the Ministry, the actual works were supposed to begin within one year from the takeover of the casino, and would be completed within at most three years. Following the successive government changes which occurred last year, the lack of funds and the missing of the deadline for beginning the works, the Ministry announced last year that it has decided to transfer the Casino of Constanţa back to the administration of mayor Mazăre.
In February 2013, mayor Radu Mazăre had announced that the monument would be rehabilitated using European funds, and one week ago, the president of the County Council of Constanţa, Nicuşor Constantinescu, announced that the project for the rehabilitation of the Casino was declared eligible and the financing using European funds was approved, and it was mentioned that the works could begin within a year, after the following of all the legal procedures.
