"Fines in excess of 1 million lei, for failures to meet the quality requirements"

In the first quarters of the year, the State Construction Inspectorate (ISC) has conducted 14,724 quality audits and has levied fines for over a thousand violations of construction quality requirements, said Paul Racoviţă, general inspector with the ISC, who told us that the fines exceed one million lei.

He said that investors are the most interested in achieving works that are quality compliant: "The making of constructions that are reliable, efficient, can be done by creating a partnership between the ISC and the players in the construction sector".

Paul Racoviţă said that currently, the government is the main investor in the construction infrastructure. In his opinion, the spending of funds for that type of investments can only be done based on public auctions, in which the bidding companies have to submit guarantees of good practice, concerning the quality audit in that sector, according to Paul Racoviţă.

Last year, the ISC has re-updated seven audit procedures without which there can be no predictability and uniformity of the audits of the Inspectorate, according to the quoted source.

Mr. Racoviţă said that the State Inspectorate in Construction, which is subordinated to the Ministry of Regional Development and Public Administration, is involved in a series of national programs such as the National Program for Local Development or the Special Program for the building of homes intended for tenants that have been evacuated from formerly nationalized homes.
