The MPs have not received the draft State Budget 2009, although today was the last day for submitting potential amendments. The regulations indicate that each MP must receive the documents pending debate in order to have a knowledgeable opinion. A no-brainer actually. Well, after all the fuss around the draft Budget and despite the promise that a Budget will be available as soon as possible, the mere distribution of the draft to the MPs did not take place.
Only one Committee (of course, the Budget - Finance Committee) actually had the printed draft Budget yesterday. All others were looking for it. The Parliament"s website include the draft Budget, but all annexes are displayed upside-down. You need to print them before you read them. Anyway, the website is just for information; it has no formal value. Maybe the lack of information was created on purpose, to prevent any amendment. Or, most likely, is just ridiculous negligence.
