THE LOGO OF THE SPANISH FOOTBALL LEAGUE BEARS A STRIKING RESEMBLANCE TO THAT OF A ROMANIAN GOVERNMENT PROGRAM The Regio program - another logo that sparks controversy in Madrid and Bucharest

The state owned company that handled the promotion of the Regio program (The Romanian Regional Operational) used a logo which bears a striking resemblance to the emblem of the Spanish Professional Football League. Just as the echoes of the scandal surrounding the logo of the "Carpathian Garden" program which was supposed to promote tourism in Romania and launch a new country brand, are still resonating, it was revealed that the graphic element, a leaf in shades of green, which was the predominant color of the entire concept, was almost identical to the logo of British company Change Transport. The logo could have been bought for just 250 dollars from shutterstock.com, a website specializing in graphic elements. Two Spanish companies (THR - Asesores en Turismo, Hoteleria y Recreacion SA and Taylor Nelson Sofres) were paid 900,000 Euros by the Ministry of Regional Development and Tourism for the logo.

Going back to this new case, it is visible that the graphical elements and the colors used by the Spanish League and the Regio Program bear an uncanny resemblance, as you can see herewith.

While the Spanish only use the colors of the rainbow in their logo (red, orange, yellow, green, blue, indigo and violet), the logo of REGIO also includes black to create an octagon. The shade of blue used in the lettering of Regio and the League of BBVA-Primera Division is identical. None of the employees of the Ministry noticed the resemblances, even though they had plenty of time.

In February 2008 ended the Phare project "The campaign for the awareness of the Regional Operational Program and the European Territorial Cooperation Programs". The beneficiary of the project was the Ministry of Development, Public Works, and Homes, which is the Management Authority for these programs. The project was implemented by the consortium consisting of Mercury360 Communications (Romania) and LDK Consultants (Greece) and received 1,190,200 Euros in funding from the Phare 2004 program. The Operational Regional Program was set apart by the creation of the Regio brand and of the slogan "Local initiative, regional development". 5 websites were created, as well as flyers, advertising materials, and the information campaigns for this program will continue until 2013. The Regional Operational Program in Romania is one of the domestic programs favored by the European Union, and is a very important instrument for the implementation of the national strategy and of the regional development policies. The local budget allocated for the Regional Operational Program amounts to approximately 4.4 billion Euros in the first seven years after the accession (2007-2013). The EU funds account for approximately 84% of the budget of the Regional Operational Program. The remaining funds come from national funds, public co-financing (14%) and private co-financing (2%).

In 2008, the Ministry of Development was led by Laszlo Borbely, whereas the current minister is Elena Udrea.
